Y1 - 2002. N2 - Twenty years ago, in the pages of the Journal of Common Market Studies, Hedley Bull launched a searing critique of the European Community's ‘civilian power' in international affairs. Using Ian Manners term of normative power Europe, and Nathalie Tocci‟s concept of normative foreign policy, the article tries to examine if the European Union is able to act in a normative manner towards the South Caucasus area. In both the academic and the political discourse the European Union has been ‘civilian’ (Dûchene, 1973, p. 19), a ‘soft’ (Hill, 1990) and most recently a ‘normative’ power in international relations (Manners, 2002, 2006). The EU’s official texts make similar claims about the Union’s role in world politics.
